THE CLUB |
| |
No one person is bigger than the Colony Park Football
Club; proof of this is the history and development
of the Club to date. In order to maintain and improve
the standard set, we as Managers and the Management
Committee must all work, and communicate well with
each other and show a united front. The Club does not
have to be successful, that can be a bonus, our main
objective is to improve the ability of members, and
give as many members games of football. |

SQUADS |
| |
These are divided into yearly age groups, except
at the non competitive ages of 8's, 9's, 10's, 11's
and 12's. From 13's to 19's the squads play competitively
and must all have the same year of birth or younger
if the member ability allows. A competitive squad is
allowed under league rules to sign 22 players. All
squads must be supervised at all times by an adult/s
at both training and matches. |

TRAINING |
| |
Training sessions usually last for one and half hours
both indoors and outdoors. Pre season training starts
at the discretion of the manager, this usually around
the end of July for the older age groups and mid August
for the younger age groups. From start date to early
October, training is carried out outdoors at a previously
arranged venue. From October to the end of March we
move indoors or the all weather surface, and from March
to the end of the season it will be outdoors again.
It is extremely important that Managers and Coaches
come to a training session prepared with a programme
to follow. If unprepared, the members will soon know
and control becomes difficult. Managers must make themselves
aware of rules etc pertaining to the establishment
in which they are training, and abide by them. |

MATCHES |
| |
Fixtures are reported in the Evening Express, Green
Final and by e-mail through the Club Secretary if required.
Tuesday night matches are in the Evening Express on
a Friday night and Thursday night matches are in the
Evening Express on a Saturday. All Saturday and Sunday
matches are in Tuesday night's Evening Express throughout
the season. |

MANAGERS RESPONSIBILITIES |
| |
1) The visiting opposition and referee are contacted
at least 48 hours before the match.
2) The pitch is adequately lined.
3) Goals with nets and corner flags are in place.
4) At least 2 match balls are at hand.
5) Payment is made to the referee prior to the start
of a home match.
6) Strip cleaning after each match is organised.
7) Changing rooms are left clean and tidy.
8) As many parent helpers are enlisted as necessary.
9) The code of conduct of their players, assistants
at all times and supporters at matches.
10) Transmission of home match and all Scottish Cup
results to the Match Secretary (Carol Baxter) by 6.00pm
Saturday/Sunday and 9.30pm midweek. |

FINES |
| |
Fines are imposed on the club for:-
1) The misconduct of players and officials.
2) Not making contact with both the visiting opposition
and the referee at least 48 hours before the match.
3) Not transmitting the result to the Match Secretary
(Carol Baxter or person nominated by her at the time).
Repeated infringements will be considered by the Management
Committee.
Fines must be notified to the Club Treasurer upon receipt. |

EQUIPMENT |
| |
All equipment remains the property of Colony Park
Football Club.
All equipment must be ordered from the Football Secretary,
who will seek approval of purchase from the Management
Committee of the Club.
At the start of a season each Manager will be issued
with an allotted set of equipment. It will endeavour
to be a strip containing 16 jerseys, shorts and socks,
4 or 5 warm tops and waterproofs, which must be maintained
and handed back clean to the Football Secretary at
the end of season. An adequate number of cones, bibs
and training footballs are also issued along with match
balls. |

FUND RAISING |
| |
One of the main function of the Management Committee
is to raise funds so as to provide the Club with a
sound financial base, which has worked very well to
date and hopefully into the future. This has been largely
due to a very supportive business community here in
Inverurie. What the Committee has found in the past
has been a poor response for members' parents at organised
events. The Management Committee would like more support
in getting parents to attend functions etc.
Similarly sponsored tournaments are essential to the
financial stability of the Club. All age groups up
to and including 15's should be involved in this as
the financial rewards are excellent. These can be arranged
at anytime in the season, it need not be a big show
event; it can be done on a training night, Friday,
Saturday or Sunday. If you have difficulty with this
please discuss with Club or Football Secretary who
can assist. Sponsor forms are available. |

PARENT INVOLVEMENT |
| |
This can make the Mangers job easier (helping with
pitch preparation, before and after matches, transport,
assisting with training, control of the group, pushing
dance tickets to other parents, helping to organise
tournaments etc.) Please try to get parents involved
as it is essential for the Club's future survival. |

CODE OF CONDUCT (link to the SYFA - Player Protection
Policy) |

With the findings of the Cullen Report into Involvement
of Children in Sport, and with the vetting of adults
involved being imminent Colony Park Football Club whole
heartedly endorse what it is about. To do this many
points will have to be noted and adhered to, under
a heading -
WHAT CAN I DO TO PROTECT CHILDREN IN MY SPORT FROM ABUSE :- |

You can reduce situations for abuse of children and
help to protect yourself by promoting good practice.
Everyone should be aware that, as a general rule, it
does NOT make sense to :-
- Spend excessive amounts of time alone with children away from others.
- Take children alone in a car on journeys, however short.
- Take children home.
Where any of these are unavoidable, ensure they only occur with the full
knowledge and consent of the children's parents. |

YOU SHOULD NEVER:-
- Engage in rough, physical or sexually provocative games, including horseplay
- Allow or engage in appropriate touching in any form
- Allow children to use inappropriate language unchallenged.
- Make sexually suggestive comments to a child, even in fun.
- Let allegations a child makes go unchallenged or unrecorded, always act.
- Do things of a personal nature that children can do for themselves.
However, it may in an emergency that assistance of a personal nature may
be necessary for younger lads, if so this should be reported to the parent
as soon as possible. It would also be advisable to have another adult present. |

EXECUTIVE COMMITTEE |
| |
A member of the Executive Committee has the power
to act in the Club's interests on any misdemeanour
which they feel has taken place during training sessions
or on match days, and may also bring it to the attention
of the Management Committee. |

MEMORANDA TO CLUBS 2005-06 |
| 1 |
Any changes to club officials, addresses, telephone
numbers and e-mail addresses and to club colours must
be notified promptly in writing to the Secretary. |
| 2 |
Results must be telephoned to the Match Secretary
by the home club within the time stipulated in the
Rules Governing Competitions. Should the Match Secretary
be unavailable for any reason, alternative arrangements
will be notified, in the press if possible. The same
requirement applies to any club playing away from home
against a club from another Association in the Scottish
Youth F A Cup. |

All results must be telephoned accurately. In particular,
there must be no restriction of high scores. |
| 4 |
All free date applications must be submitted to the
Match Secretary in writing, postmarked at least twelve
days prior to the first day for which the application
is made. The application must make clear the precise
period that it covers but may not exceed seven days.
E-mail applications may be made and will be acknowledged.
If an acknowledgement is not received, this will indicate
that the message did not arrive and it is incumbent
upon the club to contact the Match Secretary to confirm
the position. |

All fixtures will be notified in the press and cannot
thereafter be changed in any way without the prior
consent of the Match Secretary. Teams involved in pitch
sharing arrangements must be aware that the exigencies
of the fixture lists may result in the requirement
to play home matches at other than the preferred ground.
This is wholly at the discretion of the Match Secretary. |

All clubs are reminded of the requirements relating
to goal-nets, corner-flags and numbers. The ball must
be a full size at 14s level and above and a size 4
at 13s. |
| 7 |
19s teams may nominate five substitutes of whom three
may be used during the game. Teams at all other age
groups may nominate five substitutes all of whom may
be used during the game. At the 17s to 13s age groups
a player who has been substituted may retake the field
later in the match in substitution for another player. |
| 8 |
Home teams are reminded of their responsibilities
to contact the visiting team and the referee at least
two days prior to the match to confirm the venue. |
| 9 |
In the case of bad weather, it is the responsibility
of the home team to verify the playability of the pitch
and arrange any necessary inspection. It is the home
team's responsibility to confirm the playability timeously
with the Match Secretary, the visiting team and the
referee (preferably in that order, as the Match Secretary
may wish to reassign the referee). Clubs failing to
abide by these requirements will be subject to action
under the Association's Disciplinary Procedures. |

The referee's fee is the responsibility of the home
team and must be paid prior to the start of the match.
The fee is £17.00 at 19s and 17s, £15.00
at 16s, 15s and 14s £13.00 at 13s. Expenses are
payable at a rate of £3.00 for round trips of
up to 20 miles and £2.00 for each further 10
mile round trip or part thereof. |

No friendly match may be played without prior permission.
This may be obtained by writing or e-mail from any
of the office-bearers in respect of matches between
two members of the Association. All other matches require
written permission in advance. For a match against
a team in membership of The Scottish Youth Football
Association but not this Association, application should
be made in writing to the Secretary with a stamped
addressed envelope and, following receipt of the Secretary's
confirmation, this should then be forwarded by the
home team to its Regional Secretary with a stamped
addressed envelope and a permit fee of £2. Application
to play against any team not in membership of The Scottish
Youth Football Association or to play in or organise
any tournament must be made on the official form which
must be countersigned by the Association Secretary
and forwarded to The Scottish Youth Football Association
with the fee of £10. Similar provisions apply
to participation in any tournament. Particularly in
relation to tournaments outwith Scotland, application
to participate should be made at least twelve weeks
prior to the tournament. |

DISCIPLINARY PROCEDURES 2005-06 |

PLAYERS ORDERED OFF AND/OR REPORTED |
| |
Other than in prima facie cases of serious misconduct
or cases not covered by the offences listed below which
will cause the player automatically to be called to
the Executive Committee, players ordered off and/or
reported for misconduct will be subject to automatic
disciplinary procedures. The player will receive a
copy of the report and an option form. The option form
will give the player the choice of accepting the standard
suspension or requesting a personal hearing at the
Executive Committee. The player must return the option
form to the Secretary within seven days, otherwise
he will be automatically assumed to have accepted the
standard suspension. In the event of a player requesting
a personal hearing and not then attending, being represented
or submitting written evidence, the standard suspension
will be applied and increased by two matches unless
the Executive Committee deems that exceptional circumstances
apply.
The standard suspensions are in accordance with the guidelines
issued by The Scottish Youth Football Association and
are as follows:
Serious foul play - three matches
Violent conduct, adopting a threatening or aggressive
attitude - three matches
Violent conduct, striking or attempting to strike - four
matches
Violent conduct, punching or attempting to punch - four
matches
Violent conduct, kicking or attempting to kick - four
matches
Violent conduct, pushing - three matches
Preventing a goalscoring opportunity by deliberately
handling the ball - one match
Preventing a goalscoring opportunity otherwise - one
match
Offensive, insulting or abusive language - two matches
Second cautionable offence - one match
Any player who has previously accumulated a total of
ten matches of suspensions will not be offered the opportunity
of a standard suspension.
In all cases, except where the Executive Committee decides
to take no action, the club will be fined £10. |

PLAYERS ACCUMULATING CAUTIONS |
| |
Players accumulating cautions will be suspended for
accumulated cautions as follows:
Four cautions - two matches
Eight cautions - four matches
Twelve cautions - six matches (and so on for any further
four cautions)
In all cases, the club for which the player was playing
on receipt of the fourth, eighth or twelfth, etc caution
will be fined £10. |

UNFULFILLED FIXTURES |
| |
On the basis of the Match Secretary's report, the
club considered prima facie responsible for the non-fulfilment
of any fixture shall be offered the opportunity to
accept that the match be awarded to the other club
and that they be fined £50. The option form will
give the club the choice of accepting the standard
penalty or requesting a hearing at the Executive Committee.
The club must return the option form to the Secretary
within seven days, otherwise it will be automatically
assumed to have accepted the standard penalty. |

OTHER CASES |
| |
All other cases, including misconduct by club officials
and/or spectators will cause the club to called before
the Executive Committee. |
| |
FAILURE TO SUBMIT RESULTS |
| |
Clubs breaching Rule 5(g) of the Rules Governing
Competitions will be subject to an automatic fine of £5
subject to the right to request an appearance before
the Executive Committee. |
| |
FAILURE TO NOTIFY MATCH ARRANGEMENTS |
| |
Any club accused of failure to notify match arrangements
to the visiting team or the referee, as required by
Rule 5(a) of the Rules Governing Competitions, will
be called before the Executive Committee. |
| |
FAILURE TO NOTIFY POSTPONEMENT TIMEOUSLY |
| |
Clubs failing to notify the Match Secretary as required
by Rule 5(d) of the Rules Governing Competitions will
be subject to an automatic fine of £5 subject
to the right to request an appearance before the Executive
Committee. Clubs failing to notify their opponents
or the match referee as required by Rule 5(d) of the
Rules Governing Competitions will be called before
the Executive Committee. |

FAILURE TO PAY FINES OR OTHER DEBTS |
| |
All clubs failing to pay in full a fine or other
debt within 14 days of its imposition will have the
fine or debt doubled. Failure to pay the full amount
within a further 14 days will result in the club being
debt suspended.

PROCEDURE FOR
NOT BEING ALLOCATED A REFEREE OR REFEREE CALL-OFF |
| 1. |
If your fixture appears in the fixture list or
Evening Express with no referee and you are the home
team, you should make your courtesy phone call to your
opponents and discuss what you would both want to do
in the event of the Association being unable to supply
you with a referee. Similarly, if your referee calls
off I will let you know and then we follow the procedure
above and below. |
| 2. |
I will call you on the morning of the match sometime
around 9.30am and I will advise you that I still haven’t
managed to get you a referee. I will then ask you whether
you want to play or not. |
| 3. |
If you tell me you don’t want to play without
a referee, then I will give you permission to put the
match off and advise you to call your opponents and
let them know, too. |
| 4. |
If I manage to acquire a referee for your match
you will be notified as soon I have the referee’s
name and details. |
| 5. |
Please do not call me to ask me if I have a referee
for you, as I would call you as soon as I had one. |
| 6. |
Even if you have been allocated a referee you
should make your courtesy calls promptly as we have
found out this week that referees are still on holiday
but we were not aware of this. This added to the number
of matches with no referees. |
| 7. |
If you call your referee and he can’t do
his game, get in touch with me immediately. |
| 8. |
Currently, the best chance of getting a referee
is if one of our own matches goes off. If your match
goes off, for whatever reason, please notify me promptly,
particularly if you have a referee, so that your referee
can be transferred to another match and prevent it
from going off, too. |
| 9. |
The above procedure should be followed by Sunday
teams too. The only difference being that the decision
to put the match off would be taken earlier, possibly
even putting the match off on the Saturday evening
if lengthy travel was involved with a 10.30am kick-off. |
